- SULTANATE OF SULU DARUL ISLAM
FIRST TEN-YEAR NATIONAL DEVELOPMENT PLAN, 2012-2022
1. Food Production
It shall be the priority of SSDI to ensure the territory is self-reliant on food supplies. Farming and Fishing shall be given subsidy to attain the desired sufficiency in food production all year round and to minimize, if not totally eliminate the import of food items (especially non-halal products).
a. General Farming
Rice and Cassava (Tapioca) are the main staple food of the SSDI that shall be produced in large quantities throughout the territory. Both crops shall be highly subsidized by the government. Along with these shall be all kinds of vegetables. Natural or organic farming shall be given top priority in order to ensure healthy environment and of food intake among the citizenry.
b. Offshore Farming
(1) Pearl Farm
A sizeable area off Pata Island has been identified as an ideal site for the purpose facing the Celebes Sea. The water is very clear with the seabed still visible up to a depth of 10 Fathoms. A local expert with at least 20 years of experience shall be engaged to head the local operation and maintenance. Manpower security shall also be provided by the SSDI Government, but technical expertise and electronic surveillance equipment needs to be enhanced to ensure a high percentage of curtailing any possible breaches of security by undesirable elements. Two other areas have been identified as alternative or additional site for the purpose: Siasi and Ubian islands.
(2) Fish Farm
Fish Farming and Fish Fence shall be set up in various islands throughout the archipelago.
(3) Payao (Deep Sea) Farm
Payao, a system of deep sea farming shall be put up in various locations to provide haven for tuna and other types of fish to gather around to make it easier for fishermen to catch either by hook-and-line or by huge net.
(4) Abalone and Gamat Culture
Abalone and Gamat are among the most expensive seafoods in the market today. Both are almost equivalent to the Bird’s Nest product in terms of salability and medicinal or aphrodisiac properties. Both can be easily reared in rocky and off shores, along the coasts of Pata and Kabingaan and other islands, five to ten nautical miles South of Jolo island. Local technology can be augmented by other more high-tech methods, if any, available.
(5) Seaweeds Farm
Seaweeds farming shall be subsidized as much as possible to encourage and help farmers to earn more from the endeavor. Prices shall be stabilized in accordance to international market. Processing plants shall be established locally to avoid exporting the raw products.
c. Poultry and Livestock Raising
Poultry and livestock (cow, sheep and goat)-raising should also be enhanced to ensure enough supply of eggs and meat all year round especially during Qurban and Eid seasons. SSDI should produce sufficient supply of all basic commodities in order to avoid or at least lessen the need to import them from other nations. We may need to initially import a good quality or high breed supply of each item to be reared until production reaches the level where demand or consumption no longer exceeds the production.
2. National Security
Another priority for the SSDI shall be the establishment of a strong military (army and police) forces, reflective of the legacy of the monarchy which used to be among the best and most feared in the region. There shall be no compromise on the security of the national territory, the monarchy and its people.
a. Establishment of the Rosul (Royal Sulu) Military Academy
b. To secure the best weapons, armored vehicles and equipment available in the world today
c. To establish military training, tactics and intelligence for officers, regulars and reservists
d. To send qualified personnel for specialized military training in all services of RTAF (Royal Tausug Armed Forces) abroad.
3. National Palace and Monarchy
The national palace of the monarchy shall be situated at Buansa, Indanan, Lupah Sug, at a Lot where the first Sultanate of Sulu was founded, or on a higher ground in an upper lot adjacent to it. A large part of the lot shall be developed into a Township where government offices, private businesses, shop lots, housing lots, shopping mall, a public (free) market and a Jetty that can accommodate containerships shall be built. The Palace of the Sultan shall be located within the vicinity of the National Mosque in order for the sultan to be readily accessible to the people.
4. Roads, Airports and Jetties or Wharves
High Tech infrastructures such as the above shall be constructed in places where they are highly needed to ensure that movements of goods and travel needs of the people are properly addressed. Roads shall be upgraded to international standards. Suitable airports and jetties shall be made available for the convenience of both the Tausug citizens and visitors from other countries. One lot bordering the municipalities of Talipao, Panamao and Patikul has been identified to be ideal for an airport site of international standard)
5. Electricity, Water and Sanitation.
Electricity Supply throughout the territory of SSDI should be enhanced to enable factories and other infrastructures a better and uninterrupted operation. Solar, Windmill and Hydro-electric energies shall be availed of in order to achieve sufficient supply of electricity to serve isolated areas and islands at minimal costs. Likewise, water supply should also be enhanced by tapping all possible sources so that every household will have sufficient supply of potable water. Health and sanitation is easily achieved if a sufficient supply of water is available in every home, public toilets and other establishments.
6. Public Health (Hospitals & Clinics) Facilities.
The health of the people should never be compromise. Existing Hospitals shall be upgraded and clinic facilities shall be made available in every municipality for free to the SSDI citizens for all services, ensuring that policies and principles are not abused. Mobile clinics and medicines shall be made available to serve isolated areas and islands periodically or on a monthly basis.
7. Transport Facilities. The Royal Sulu Corporation shall be established to operate:
a. Land Transportation. It shall be opened to private operators to serve the riding public. However, the government shall also operate a public transport to serve the routes that private operators may deem unprofitable. Circumferential road and rail services shall be put up to enable fast and safe flow of goods and products from various points to the markets in towns and cities.
b. Sea Transportation or inter-island transport system shall also be made available to serve the needs of those in the islands. Private entrepreneurs shall be encouraged to operate a subsidized mode of transportation in order to lift the burden off government responsibility.
c. Air Transportation. SSDI shall endeavor to put up even only a modest Air Transport system initially (to be known as Royal Sulu Airline), to serve the local people and foreigners air travel needs. It shall be upgraded with time along with all other infrastructures that are already in place.
8. Mass Media Facilities (Radio & Television)
Electronic Tele-communications, information technology (internet) and printing facilities shall be procured to ensure the Tausug citizens have full access to information and mass media. Strict censorship for all electronic and mass communications media shall, however, be imposed to protect the citizenry from pornographic pollutants that are feed by irresponsible groups or individuals through the internet and other forms.
9. Fuel, Oil and Gas Refinery
To ensure a stable and sufficient supply of energy and gas or fuel and oil products at all times, a refinery shall be put up in strategic places throughout the territory of SSDI for that purpose. Oil outputs from the Sulu Sea shall be controlled such that more provisions are allotted to local refineries before export quantity is fixed.
10. Mines and Mineral Industries
SSDI shall open all mineral resources to local mining industry with relevant foreign partners that have the capability to undertake the project with all international safeguards to environmental protection.
11. Welfare State and Human Rights
Above all, SSDI shall endeavor to establish a WELFARE STATE UPON ACHIEVING STABILITY and to invoke the Principles of HUMAN RIGHTS (especially IN THE WAY OF ISLAM) as its basic guiding principle in all of its governance.
